In the approach to OOUX that I teach, we call the process ORCA. That stands for objects, relationships, calls-to-action, and attributes. The CTA part is all about figuring out the flows by asking: what do various user types want to do to each object? This also helps us attack the beast of permissions early on — who can do what to each object? So much better to answer these questions clearly before designing any screens!
